UTAL to Supply 9 Million Blank License Plates to Romania

UTAL has won a new public tender in Romania for the supply of 9 million license plate blanks and hot stamping foil. The contract marks another important stage in UTAL’s long-term involvement in the modernization of Romania’s national license plate production system.

UTAL has been supplying license plates to the Romanian market for seven years. The newly awarded supply contract, together with the ongoing nationwide machinery project, represents a natural continuation of this long-term cooperation and further expands UTAL’s involvement in Romania’s license plate production system.

The new supply contract follows an earlier nationwide machinery project aimed at modernizing Romania’s license plate production infrastructure, under which UTAL is delivering a comprehensive production and personalization solution for the General Directorate for Driving Licenses and Registrations, operating under the Ministry of Internal Affairs.

The project includes an automated license plate personalization line installed in Bucharest, as well as more than 40 NFC Secure Plus embossing presses with hot stamping machines that will soon be deployed across 41 cities.

A Nationwide Production System
UTAL’s role goes beyond the supply of individual machines. The company is implementing an integrated and scalable production environment that combines equipment, software, production control, quality assurance, and technical support within one nationwide system.

The equipment covers the key stages of license plate personalization: embossing registration numbers and applying color to the embossed characters through hot stamping. The machines, customer-specific embossing tools, IT system, and production processes have been specifically developed and configured by UTAL to comply with Romanian technical standards and license plate formats.

The NFC Secure Plus presses automatically verify the embossing setup against each production order, helping prevent personalization errors and maintain consistent production standards across all locations. If any discrepancy is detected, the system blocks the embossing operation, preventing an incorrect plate from being produced.

The central production management system ProPlate connects the production network, enabling electronic order transmission, production tracking, machine monitoring, reporting, and full traceability throughout the personalization process.

The automated personalization line in Bucharest is additionally equipped with a vision inspection system for quality control, supporting repeatable quality and consistent production standards.

Local Technical Support in Romania
To ensure a smooth system rollout and the proper installation and commissioning of the equipment on site, the implementation process in Romania is supported by UTAL’s local technical representative, Marius Palaghianu.

His role includes supporting the coordination of technical activities on site and helping ensure that machine installation and the development of the system infrastructure are carried out in accordance with UTAL’s implementation requirements.

Engineering, Production and Implementation by UTAL
The Romanian project requires close cooperation between UTAL’s R&D, IT, Production, Quality, Service, Maintenance, and Sales teams.

With its own development and engineering capabilities, as well as its manufacturing facilities, UTAL manages the entire implementation process: from concept and engineering to production, testing, transport, installation, operator training, commissioning, and technical support.

The newly awarded contract for license plate blanks and hot stamping foil complements the machinery project and builds on seven years of license plate supplies to Romania. Together, the two contracts create a comprehensive operational model combining equipment, software, service, and compatible production materials to support secure, efficient, and scalable license plate production across Romania.
